طرحت وزارة المالية مشروع تعديل لائحة تنظيم تعارض المصالح في تطبيق نظام المنافسات والمشتريات الحكومية ولائحته التنفيذية؛ بهدف مواءمة أحكام اللائحة مع نظام المنافسات والمشتريات الحكومية الصادر بالمرسوم الملكي رقم (76)، وذلك عبر المنصة الإلكترونية الموحدة لاستطلاع آراء العموم والجهات الحكومية (استطلاع)، التي تُتيح لأصحاب المصلحة إبداء مرئياتهم ومقترحاتهم قبل إقرار المشاريع، وينتهي الاستطلاع على المشروع في 28 نوفمبر 2026م.
وشملت المشاريع المطروحة مشروع القواعد المنظمة لممارسة مهنة الاستشارات الجيولوجية، الذي طرحته هيئة المساحة الجيولوجية السعودية؛ بهدف تنظيم مزاولة المهنة في المملكة، من خلال تحديد شروط ومتطلبات الترخيص، وتصنيف الممارسين وفق مؤهلاتهم العلمية وخبراتهم العملية، وتحديد مجالات الممارسة والالتزامات المهنية، إلى جانب تنظيم إجراءات الرقابة والنظر في المخالفات، وينتهي الاستطلاع عليه في التاريخ نفسه.
كما طرح مركز مشاريع البنية التحتية بمنطقة الرياض مشروع تحديث ضوابط إجراءات التراخيص والتصاريح لأعمال مشاريع البنية التحتية بالمنطقة، لمعالجة التحديات التي ظهرت خلال التطبيق، وتبسيط الإجراءات وتوحيدها، وتوضيح المتطلبات والمسؤوليات، ورفع كفاءة التنسيق بين الجهات ذات العلاقة، بما يسهم في تسريع إنجاز المشاريع وتحسين جودة تنفيذها، وينتهي الاستطلاع عليه في 28 نوفمبر 2026م.
وبلغ إجمالي المشاريع التي طرحتها المنصة 71 مشروعاً ذا صلة بالشأن الاقتصادي والتنموي، بالتعاون مع 32 جهة حكومية، في إطار تعزيز المشاركة المجتمعية وإشراك أصحاب المصلحة في تطوير المشاريع واللوائح قبل اعتمادها.
The Ministry of Finance has proposed an amendment to the regulations governing conflicts of interest in the application of the Government Procurement and Competitions System and its executive regulations; with the aim of aligning the provisions of the regulations with the Government Procurement and Competitions System issued by Royal Decree No. (76). This is being done through the unified electronic platform for public and government entity consultations (Consultation), which allows stakeholders to express their views and suggestions before the projects are approved. The consultation on the project will end on November 28, 2026.
The proposed projects include the project for the rules governing the practice of geological consulting, which was introduced by the Saudi Geological Survey; aimed at regulating the profession in the Kingdom by specifying the conditions and requirements for licensing, classifying practitioners according to their academic qualifications and practical experiences, and defining the fields of practice and professional obligations, in addition to organizing oversight procedures and addressing violations. The consultation on this will also end on the same date.
The Riyadh Region Infrastructure Projects Center has also proposed a project to update the regulations for licensing and permits for infrastructure projects in the region, to address the challenges that have emerged during implementation, simplify and unify procedures, clarify requirements and responsibilities, and enhance coordination efficiency among relevant entities, which contributes to speeding up project completion and improving the quality of execution. The consultation on this will conclude on November 28, 2026.
The total number of projects proposed by the platform is 71, related to economic and developmental matters, in collaboration with 32 government entities, as part of enhancing community participation and involving stakeholders in the development of projects and regulations before their approval.
