طلبت المملكة المتحدة من السلطات القبرصية تسليم مواطن يحمل الجنسيتين البريطانية والأذربيجانية، بعد اتهامه بتنفيذ عمليات مراقبة وتجسس على قاعدة سلاح الجو الملكي البريطاني في أكروتيري بقبرص، ونقل معلومات حساسة إلى الحرس الثوري الإيراني، في قضية تعد الأولى من نوعها التي تحقق فيها لندن خارج أراضيها بموجب قانون الأمن القومي.
وقالت شرطة العاصمة البريطانية (سكوتلانديارد)، في بيان رسمي، إن رشاد سلطانوف (44 عاماً)، المنحدر من منطقة إزلينغتون شمال لندن، لا يزال محتجزاً لدى السلطات القبرصية، بينما تمضي إجراءات تسليمه إلى بريطانيا قدماً.
أول تحقيق خارجي بموجب قانون الأمن القومي
وأوضحت الشرطة أن القضية تمثل أول تحقيق يجري خارج المملكة المتحدة استناداً إلى قانون الأمن القومي البريطاني، ويقوده جهاز مكافحة الإرهاب بشأن وقائع يُشتبه في حدوثها داخل قاعدة سلاح الجو الملكي البريطاني في أكروتيري خلال الفترة الممتدة بين 11 مايو و22 يونيو من العام الماضي.
وكانت الشرطة القبرصية قد أعلنت أن المشتبه به أُلقي القبض عليه لأول مرة في عام 2025، وظل رهن الاحتجاز منذ ذلك الحين. وفي تلك الفترة، كشف وزير إسرائيلي أن الأجهزة الأمنية القبرصية نجحت في إحباط هجوم كان يستهدف مواطنين إسرائيليين.
وأضاف متحدث باسم الشرطة القبرصية أن سلطانوف أُعيد توقيفه رسمياً في 17 يوليو الماضي عقب تلقي نيقوسيا طلباً رسمياً من لندن لتسليمه.
اتهامات بمراقبة القاعدة العسكرية لصالح إيران
وبحسب الشرطة البريطانية، فإن المشتبه به نفذ عمليات مراقبة معادية لقاعدة أكروتيري العسكرية، قبل أن ينقل المعلومات التي جمعها إلى الحرس الثوري الإيراني.
وقالت رئيسة شرطة مكافحة الإرهاب في لندن هيلين فلاناغان إن هذه القضية تؤكد قدرة السلطات البريطانية على تطبيق قانون الأمن القومي خارج البلاد عندما تتعرض القواعد العسكرية البريطانية لما وصفته بـ«أنشطة عدائية ترعاها دول».
توتر متصاعد بين بريطانيا وإيران
وتأتي القضية في ظل تصاعد التوتر بين لندن وطهران، بعدما هدد الحرس الثوري الإيراني في وقت سابق من الشهر الجاري باستهداف أي قواعد عسكرية بريطانية تستخدمها القوات الأمريكية لتنفيذ هجمات ضد إيران.
وكانت قاعدة أكروتيري قد تعرضت في الثاني من مارس الماضي لأضرار طفيفة إثر سقوط طائرة مسيّرة من طراز «شاهد» إيرانية الصنع على بعض منشآتها، قبل أن تعلن بريطانيا لاحقاً أن القاعدة لن تكون جزءاً من ترتيباتها الدفاعية مع الولايات المتحدة المتعلقة باستخدام القواعد البريطانية.
كما أفادت تقارير خلال شهر مارس بأن إيران أطلقت صاروخين باليستيين باتجاه القاعدة العسكرية الأمريكية البريطانية المشتركة في دييغو غارسيا بالمحيط الهندي، إلا أن الصاروخين لم يصيبا هدفهما.
The United Kingdom has requested the Cypriot authorities to extradite a citizen holding both British and Azerbaijani nationalities, after he was accused of conducting surveillance and espionage operations on the British Royal Air Force base in Akrotiri, Cyprus, and transferring sensitive information to the Iranian Revolutionary Guard, in a case that marks the first of its kind being investigated by London outside its territory under the National Security Act.
The British capital's police (Scotland Yard) stated in an official statement that Rashad Sultanov (44 years old), originally from the Islington area in North London, is still being held by the Cypriot authorities, while the extradition process to Britain is progressing.
First External Investigation Under the National Security Act
The police clarified that the case represents the first investigation conducted outside the United Kingdom based on the British National Security Act, led by the Counter-Terrorism Unit regarding incidents suspected to have occurred within the British Royal Air Force base in Akrotiri between May 11 and June 22 of last year.
The Cypriot police had announced that the suspect was first arrested in 2025 and has remained in custody since then. During that time, an Israeli minister revealed that Cypriot security agencies succeeded in thwarting an attack targeting Israeli citizens.
A spokesperson for the Cypriot police added that Sultanov was formally re-arrested on July 17 after Nicosia received an official request from London for his extradition.
Accusations of Monitoring the Military Base on Behalf of Iran
According to the British police, the suspect conducted hostile surveillance operations on the Akrotiri military base before transferring the information he collected to the Iranian Revolutionary Guard.
London's Counter-Terrorism Chief, Helen Flanagan, stated that this case underscores the British authorities' ability to enforce the National Security Act abroad when British military bases are subjected to what she described as "hostile activities sponsored by states."
Rising Tensions Between Britain and Iran
The case comes amid escalating tensions between London and Tehran, after the Iranian Revolutionary Guard threatened earlier this month to target any British military bases used by American forces to carry out attacks against Iran.
The Akrotiri base sustained minor damage on March 2 when an Iranian-made "Shahed" drone crashed into some of its facilities, before Britain later announced that the base would not be part of its defense arrangements with the United States regarding the use of British bases.
Reports in March also indicated that Iran launched two ballistic missiles toward the joint British-American military base in Diego Garcia in the Indian Ocean, but the missiles did not hit their targets.
