أكد الحكم الدولي الإسباني السابق إدواردو إيتورالدي غونزاليس، في تصريح خاص إلى «عكاظ»، أن ملامسة الكرة لكابل «كاميرا العنكبوت» العلوية، تستوجب وفقاً لقوانين كرة القدم، إيقاف اللعب واستئنافه بإسقاط الكرة، باعتبار الكابل عاملاً خارجياً.

وأوضح غونزاليس أن الإجراء الصحيح في الحالة المثيرة للجدل خلال الهدف الأول لمنتخب إنجلترا الذي أحرزه جود بيلينغهام في شباك منتخب النرويج، كان إعادة اللعب بإسقاط الكرة لصالح المنتخب النرويجي، كونه الفريق الأخير الذي لمس الكرة قبل اصطدامها بالكابل، إذ قام حارس منتخب النرويج أوريان نيلاند بتنفيذ ركلة المرمى، وبعدها اصطدمت الكرة بالكابل الخاص بكاميرا العنكبوت المعلقة في سقف الملعب، لتسقط الكرة أمام لاعب إنجلترا إليوت أندرسون الذي سيطر عليها وقاد هجمة انتهت بهدف تعادل إنجلترا في شباك النرويج.

وقال الحكم الإسباني غونزاليس في تصريحه الخاص إلى «عكاظ»: «إذا لمست الكرة فعلاً كابل كاميرا العنكبوت، فإن قوانين اللعبة تعتبر الكابل عاملاً خارجياً، وبالتالي كان يتعين على الحكم إيقاف اللعب واستئنافه بإسقاط الكرة لصالح الفريق النرويجي، لأنه كان آخر من لمس الكرة».

وأضاف: «هذه الحالة ليست محل تفسير أو اجتهاد تحكيمي، بل هي واقعة واضحة ينظمها القانون، ولذلك فإن استمرار اللعب وعدم اتخاذ الإجراء الصحيح يُعد خطأ تحكيمياً جسيماً».

وأشار غونزاليس إلى أن هذه الحالة تندرج ضمن أحكام القانون الثامن من قوانين كرة القدم (بدء اللعب وإعادة تشغيله)، الذي ينص على أنه إذا لامست الكرة عاملاً خارجياً أثناء بقائها داخل أرض الملعب، فيجب إيقاف اللعب وإعادة استئنافه بإسقاط الكرة للفريق الذي كان آخر من لمسها عند موضع ملامسة العامل الخارجي، وهو ما كان ينبغي تطبيقه في هذه الواقعة.

The former Spanish international referee Eduardo Iturralde González confirmed in a special statement to "Okaz" that if the ball touches the cable of the "spider camera," according to football laws, play should be stopped and resumed by dropping the ball, as the cable is considered an external factor.

González explained that the correct procedure in the controversial situation during England's first goal scored by Jude Bellingham against Norway was to restart play by dropping the ball in favor of the Norwegian team, as they were the last team to touch the ball before it hit the cable. Norwegian goalkeeper Ørjan Nyland executed a goal kick, and then the ball struck the cable of the spider camera hanging from the stadium roof, falling in front of England's Elliot Anderson, who controlled it and led an attack that ended with England's equalizing goal against Norway.

The Spanish referee González stated in his special comment to "Okaz": "If the ball did indeed touch the spider camera cable, the laws of the game consider the cable an external factor, and therefore the referee should have stopped play and resumed it by dropping the ball in favor of the Norwegian team, as they were the last to touch the ball."

He added: "This situation is not subject to interpretation or refereeing discretion; it is a clear incident governed by the law. Therefore, allowing play to continue without taking the correct action is considered a serious refereeing error."

González pointed out that this case falls under the provisions of Law 8 of the Laws of Football (Starting and Restarting Play), which states that if the ball touches an external factor while it is still in play, play must be stopped and resumed by dropping the ball for the team that last touched it at the location of the external factor's contact, which should have been applied in this incident.
