Economic and real estate experts predicted to "Okaz" that the movement of about 71 million square meters of undeveloped land in the Riyadh area within development and trading paths will contribute to activating investments, increasing the real estate supply, and enhancing competition. They confirmed that transforming the land into actual projects will gradually ease price pressures, while the speed of execution, infrastructure readiness, and purchasing power remain critical factors for achieving real estate balance.
Data from the Ministry of Municipalities and Housing revealed the completion of the development of about 29 million square meters, with 20 million entering the trading phase, and 21 million under development, in addition to the contribution of revenues from undeveloped land fees in supporting 27 developmental and urban projects in the Riyadh area.
Al-Ahmari: Capital shifts from stagnation to production
Economic expert Abdulaziz bin Faris Al-Ahmari confirmed that activating these areas represents an economic transformation that transcends the real estate market, as it enhances the transition of unused land into productive and investment assets, raising the efficiency of capital deployment instead of freezing it in assets that do not generate direct economic value.
He explained that the economic impact extends to the construction, building materials, engineering services, financing, and transportation sectors, stimulating commercial activities and expanding business and employment opportunities.
He added that increasing developed and serviced land provides investors with broader options to implement projects at more competitive costs; however, the reflection of this on prices will not be immediate or uniform across neighborhoods, as it is linked to location, services, execution and financing costs, and demand levels.
Al-Ahmari emphasized that economic success is not measured solely by the areas of land entering development, but by the volume of investments that turn into completed projects, the number of units reaching the end beneficiaries, and their contribution to improving ownership capacity.
Al-Sultan: Construction is a growth driver, and import challenges persist
For his part, Dr. Saleh Al-Sultan, former chief economist at the Ministry of Finance, explained that the increase in planned and serviced land represents an important factor in supporting economic growth, as it helps alleviate pressures on land prices and stimulates construction, real estate services, and related activities.
He pointed out that urban expansion carries economic gains reflected in the diversity of job, education, and training opportunities, as well as market expansion; however, it also imposes challenges related to housing costs, congestion, and pressure on services and infrastructure.
Al-Sultan indicated that the real estate and construction sector is one of the important drivers of the economy, as it is linked to a wide range of industries, activities, and employment opportunities, emphasizing that maximizing its impact requires increasing productivity, improving engineering and professional skills, and developing construction technologies to reduce costs and improve quality.
He noted that reliance on imported labor and construction inputs poses a challenge to maximizing local economic returns, stressing the importance of investing in infrastructure and enhancing trust between developers and buyers to achieve sustainable real estate development that reflects on the standard of living.
Al-Mousa: The bet is on completed projects, not land areas
For his part, real estate expert Abdullah Al-Mousa confirmed that the entry of these large areas into development and trading paths is a positive indicator of the accelerated activation of unused land and raising the efficiency of its use within urban boundaries, supporting an increase in real estate supply in the upcoming phase.
He explained that the importance of these movements goes beyond the size of the areas to stimulating developers to launch new projects, expanding investment opportunities, and diversifying housing products to meet the needs of various segments of society and their purchasing capabilities, enhancing competition among developers in terms of prices and quality.
Al-Mousa pointed out that the impact of increased supply on prices will be gradual and varied among neighborhoods, as it depends on the volume of products that actually enter the market, the speed of project execution, development and financing costs, and demand levels, expecting that the continued flow of new units will help alleviate price pressures and enhance stability.
He stressed that the real criterion for success in this phase is not the size of the land entering development or the number of licenses issued, but rather the ability of those areas to transform into projects and housing units that reach beneficiaries at competitive prices, emphasizing the necessity of keeping pace with expansion by providing the necessary infrastructure and services.
Bin Hamad: Holding land has become costly
In the real estate sector, expert Sultan bin Hamad confirmed that the entry of large areas of undeveloped land into development paths will encourage developers to launch new projects and increase housing supply, especially with the rising cost of holding undeveloped land, which reduces the economic feasibility of freezing it.
He anticipated greater diversity in housing and commercial products and intensified competition among developers, expanding options for beneficiaries, noting that real estate balance programs and increased supply could exert competitive pressures that limit price increases and gradually push the market towards more balanced levels.
Al-Ghamdi: The required prices are under the test of actual transactions
For her part, real estate expert specialized in real estate brokerage, Nora Al-Ghamdi, confirmed that the increase in supply will lead to a gradual change in real estate pricing mechanisms, especially in neighborhoods that suffer from limited options and high prices compared to purchasing power.
She explained that the market value is not determined solely by the price requested by the owner, but by the transactions actually executed, the volume of competitive supply, location, services, and the willingness of buyers to pay, noting that the entry of new projects may limit some owners' ability to maintain high prices unsupported by real demand.
She added that increasing options gives buyers greater ability to compare and negotiate, pushing owners and developers to review prices and the benefits offered, expecting that the effect will first appear in the length of time it takes to market overpriced properties or the widening of the negotiation margin before reflecting on average transaction prices.
Al-Ghamdi confirmed that the impact will not be uniform across neighborhoods, as locations with complete services and high demand retain strengths that differ from new expansion areas, stressing the importance of relying on actual transaction data to reach more realistic evaluations and enhance the efficiency of real estate brokerage.
Al-Asimi: Supply alone is not enough to stabilize prices
In the same context, real estate expert Samar Al-Asimi confirmed that the entry of these areas into development paths represents a positive step to enhance competition, increase housing projects, and expand the options available to beneficiaries.
She expected that this movement would gradually reflect on price stability and alleviate pressures on land and housing units, but she linked achieving this to the speed of project execution and providing products that match the purchasing power of citizens.
Al-Asimi stressed that the market does not need an increase in supply in terms of quantity alone, but rather housing products at fair prices that meet the actual needs of beneficiaries and achieve a balance between urban expansion and ownership capacity.
