أطلق الرئيس الإسرائيلي إسحاق هرتسوغ، اليوم الأربعاء، مشاورات رسمية لتكليف شخصية بتأليف الحكومة الجديدة، في أعقاب انتخابات تشريعية عكست انقساماً سياسياً حاداً، بعدما عجز كل من رئيس الوزراء المنتهية ولايته بنيامين نتنياهو ومنافسه رئيس أركان الجيش الإسرائيلي السابق غادي آيزنكوت عن حصد غالبية مرجحة (61 مقعداً).
مشاورات سياسية لمدة 48 ساعة
وتأتي المشاورات التي تستمر ليومين وتبدأ بعد تسلم هرتسوغ رسمياً نتائج انتخابات 27 أكتوبر. وحسب مكتبه، سيلتقي هرتسوغ الأحزاب الصغيرة أولاً، قبل أن يجتمع مساء غد الخميس مع الحزبين الأكبرين «الليكود» اليميني بزعامة نتنياهو، وحزب «يشار» بزعامة آيزنكوت.
ويشهد الكنيست انقساماً على مقاعده الـ120، إذ لم يحصل أي طرف على أغلبية الـ61 مقعداً اللازمة لتشكيل الحكومة، حيث نال تكتل نتنياهو 53 مقعداً مقابل 48 مقعداً لتكتل آيزنكوت.
ويمكن لآيزنكوت تأمين الغالبية إذا تحالف مع الأحزاب العربية التي حققت نتيجة غير مسبوقة بحصدها 19 مقعداً، رغم تحفظ أطراف في المعارضة على التعاون معها أو الاعتماد على أصوات نواب غير يهود.
ويسعى هرتسوغ إلى الدفع نحو اعتماد «أفكار جديدة» وتجنب الذهاب إلى اقتراع ثانٍ، مؤكداً عبر مكتبه أهمية استنفاد كل الخيارات وتوسيع الحوار لاستكشاف سبل دفع العملية إلى الأمام.
28 يوماً لتأليف الحكومة الجديدة
ووفق المهل القانونية، يمنح المرشح المكلّف 28 يوماً لتأليف الحكومة قابلة للتمديد 14 يوماً إضافية، وإذا فشل يُنقل التفويض لشخصيةً أخرى، وإذا لم يفلح المكلف الثاني يمكن لأغلبية أعضاء الكنيست الاتفاق خلال 21 يوماً على مرشحٍ آخر، وإلا يتم الاتجاه إلى انتخابات جديدة.
وتأتي تلك التطورات بعد أزمة سياسية دفعت الإسرائيليين للتوجه إلى صناديق الاقتراع 5 مرات بين عامي 2019 و2022، علماً أن نتنياهو كان قد استغرق 58 يوماً لتشكيل حكومته السابقة عقب انتخابات نوفمبر 2022.
ويواجه نتنياهو المطلوب للجنائية الدولية بتهم جرائم حرب وجرائم ضد الإنسانية، معارضةً شديدةً رغم قاعدته الشعبية، على خلفية سعيه لإعادة هيكلة القضاء وتحميله مسؤولية التقصير الأمني في هجوم السابع من أكتوبر، فضلاً عن مواجهته تهماً بالفساد واحتمال دخول السجن إذا خسر الحكم والحصانة.
من يتحالف مع الأحزاب العربية؟
وحذر آيزنكوت المؤسسة العسكرية والأمنية من تنفيذ أوامر تخدم أغراض نتنياهو السياسية، معتبراً أن الأخير فقد التفويض الشعبي، وإن بقي رئيساً لحكومة تصريف الأعمال.
فيما دعا فيه نتنياهو إلى «حكومة وحدة موسعة» برئاسته، رفض معارضوه ذلك مؤكدين أنه غير وارد لشخصيته وإخفاقه في منع هجوم 2023، إذ تعهد آيزنكوت وقادة المعارضة خلال اجتماعهم الأول (الثلاثاء) بالتحرك سريعاً لتشكيل حكومة وإبعاد نتنياهو عن السلطة دون تحديد آلية ذلك.
وفي ظل التباين داخل المعارضة حول التعاون مع الأحزاب العربية، دعا يوسف جبارين -رئيس القائمة العربية المشتركة التي حصدت 11 مقعداً- المعارضة إلى تقبل الحقيقة السياسية والتعاون مع قائمته لإبعاد نتنياهو.
وتظاهر آلاف الإسرائيليين في تل أبيب وأمام منزل آيزنكوت رافعين لافتات تطالب بتشكيل حكومة بالتعاون مع الأحزاب العربية بدلاً من السماح لنتنياهو بتولي ولاية أخرى.
Israeli President Isaac Herzog launched official consultations today, Wednesday, to appoint a figure to form the new government, following legislative elections that reflected a sharp political divide, as neither outgoing Prime Minister Benjamin Netanyahu nor his rival, former Chief of Staff of the Israeli Army Gadi Eisenkot, managed to secure a decisive majority (61 seats).
Political consultations for 48 hours
The consultations, which will last for two days, begin after Herzog officially receives the results of the October 27 elections. According to his office, Herzog will first meet with the smaller parties before gathering tomorrow evening, Thursday, with the two largest parties: the right-wing "Likud" led by Netanyahu and the "Yesh Atid" party led by Eisenkot.
The Knesset is experiencing a division among its 120 seats, as no party has obtained the necessary majority of 61 seats to form a government, with Netanyahu's bloc securing 53 seats compared to 48 seats for Eisenkot's bloc.
Eisenkot could secure a majority if he allies with the Arab parties, which achieved an unprecedented result by winning 19 seats, despite some opposition factions being hesitant to cooperate with them or rely on the votes of non-Jewish representatives.
Herzog is seeking to push for the adoption of "new ideas" and avoid going to a second round of voting, emphasizing through his office the importance of exhausting all options and expanding dialogue to explore ways to move the process forward.
28 days to form the new government
According to legal deadlines, the appointed candidate is granted 28 days to form the government, which can be extended by an additional 14 days. If they fail, the mandate is transferred to another figure, and if the second appointee also fails, a majority of Knesset members can agree within 21 days on another candidate; otherwise, new elections will be called.
These developments come after a political crisis that led Israelis to the polls five times between 2019 and 2022, noting that Netanyahu took 58 days to form his previous government following the November 2022 elections.
Netanyahu, who is wanted by the International Criminal Court on charges of war crimes and crimes against humanity, faces strong opposition despite his popular base, amid his efforts to restructure the judiciary and hold it responsible for security failures in the October 7 attack, as well as facing corruption charges and the possibility of imprisonment if he loses power and immunity.
Who will ally with the Arab parties?
Eisenkot warned the military and security establishment against carrying out orders that serve Netanyahu's political purposes, considering that the latter has lost popular mandate, even if he remains the head of a caretaker government.
While Netanyahu called for a "broad unity government" under his leadership, his opponents rejected this, asserting that it is not feasible due to his character and failure to prevent the 2023 attack. Eisenkot and opposition leaders pledged during their first meeting (on Tuesday) to move quickly to form a government and remove Netanyahu from power without specifying the mechanism for that.
Amid the divergence within the opposition regarding cooperation with the Arab parties, Youssef Jabareen - head of the Joint Arab List, which won 11 seats - urged the opposition to accept the political reality and collaborate with his list to remove Netanyahu.
Thousands of Israelis demonstrated in Tel Aviv and in front of Eisenkot's house, holding signs demanding the formation of a government in cooperation with the Arab parties instead of allowing Netanyahu to take another term.
