كشف وكيل وزارة الرياضة لشؤون الرياضة والشباب عبدالعزيز المسعد تفاصيل مبادرات إستراتيجية دعم الأندية الرياضية، مؤكداً استمرار العمل على تطوير منظومة الدعم ورفع كفاءة الأندية إدارياً ومالياً، إلى جانب تعزيز الألعاب المختلفة وتنمية الإيرادات التجارية. وتطرق إلى ملف تخصيص نادي الاتفاق وما يُتداول بشأن انتخابات مجلس إدارة الاتحاد السعودي لكرة القدم.
وأوضح المسعد أن وزير الرياضة الأمير عبدالعزيز بن تركي الفيصل أطلق برنامج إستراتيجية دعم الأندية، الذي شهد توسعاً منذ انطلاقه، ليصل عدد الأندية المشاركة إلى 93 نادياً، فيما بلغ عدد الرياضات المدعومة وفق نظام التفعيل 20 رياضة.
وفي إطار إستراتيجية الموسم الرياضي، أعلن المسعد إضافة مبادرة أساسية جديدة ضمن برنامج إستراتيجية دعم الأندية، تتمثل في مبادرة زيادة الإيرادات التجارية لتحفيز الأندية على تنمية مواردها وتعزيز قدرتها على تحقيق إيرادات ذاتية.
وأشار إلى أن إجمالي الميزانية المخصصة للدعم المباشر للأندية السعودية يبلغ 952.96 مليون ريال، وتشمل أندية دوري المحترفين والدرجتين الأولى والثانية.
وأوضح أن الأندية التي تنجح في تطبيق جميع المعايير المطلوبة ضمن منظومة الدعم يمكن أن تتحصل على مبالغ تتراوح بين 100 و120 مليون ريال، وفقاً لاستيفائها المعايير والمؤشرات المحددة.
وفي ما يتعلق بمبادرة الألعاب المختلفة وفق نظام النقاط الموحد، أظهرت تفاصيل البرنامج تخصيص ميزانية إجمالية قدرها 517 مليون ريال، منها 438 مليون ريال لنظام النقاط الموحد، فيما تبلغ قيمة النقطة الواحدة 270 ألف ريال.
وقُسمت الرياضات المشمولة بنظام النقاط إلى 5 فئات؛ إذ تحصل الفئة الأولى، التي تضم كرة الطائرة وكرة السلة وكرة اليد وألعاب القوى، على 120 نقطة، فيما تحصل الفئة الثانية، التي تضم الكاراتيه والجودو والسباحة، على 96 نقطة.
وتحصل الفئة الثالثة، التي تشمل المبارزة والتايكوندو والجوجيتسو ورفع الأثقال والمصارعة، على 84 نقطة، فيما خُصصت 60 نقطة للفئة الرابعة التي تضم كرة الطاولة والدراجات والملاكمة والجمباز والريشة الطائرة. أما الفئة الخامسة، التي تضم التنس والسهام والرياضات الإلكترونية، فخُصص لها 44.74 نقطة.
وكشف المسعد تخصيص ميزانية تبلغ 54 مليون ريال لمبادرة زيادة الإيرادات التجارية لدعم الأندية، موضحاً أن المبادرة تستثني الإيرادات المتحققة من المصادر الحكومية أو مالك النادي أو الإيرادات غير المالية، بما يركز على تحفيز الأندية على تنمية إيراداتها التجارية الفعلية.
وفي جانب التطوير الإداري، أكد أن مبادرة الحوكمة تستهدف تطوير الأندية إدارياً من خلال تطبيق مجموعة من المعايير والمؤشرات المحددة، بما يسهم في ضمان استقرار النادي ونموه وتحقيق أهدافه.
وتطرق وكيل وزارة الرياضة لشؤون الرياضة والشباب إلى ملف تخصيص نادي الاتفاق، مؤكداً وجود خطة عمل مع الأندية لمعالجة أي تحديات تواجهها، وقال: «إن شاء الله سيتم إيجاد الحلول المناسبة لنادي الاتفاق خلال الفترة القادمة»، وذلك في إطار العمل على معالجة التحديات المرتبطة بملف طرح النادي للتخصيص.
وفي شأن آخر، نفى المسعد ما يتم تداوله بشأن تدخله في انتخابات مجلس إدارة الاتحاد السعودي لكرة القدم، مؤكداً أن ما يُشاع غير صحيح.
وحول الألعاب المختلفة في الأندية، أوضح أن هناك أندية أصبحت مصروفاتها في بعض الألعاب المختلفة أعلى من إيراداتها، مؤكداً حرص الوزارة على استمرار جميع الألعاب والعمل على معالجة أي خلل قد يواجهها.
وأشار في الوقت ذاته إلى أن قرار استمرار أي لعبة من عدمه يعود إلى الأندية الخاصة، في ظل مسؤوليتها عن إدارة أنشطتها واتخاذ القرارات المتعلقة بها.
واختتم المسعد حديثه بالتأكيد على أنه يتواجد في موقعه لخدمة القطاع الرياضي والأندية الرياضية، نافياً ما يقال عن كونه قاسياً في التعامل مع الأندية، ومشدداً على حرصه على التواصل معها.

He also addressed the issue of the allocation of Al-Ettifaq Club and the discussions surrounding the elections for the Board of Directors of the Saudi Football Federation.
Al-Masaad explained that the Minister of Sports, Prince Abdulaziz bin Turki Al-Faisal, launched the Clubs Support Strategy Program, which has expanded since its inception, reaching a total of 93 participating clubs, while the number of supported sports under the activation system has reached 20 sports.
As part of the sports season strategy, Al-Masaad announced the addition of a new core initiative within the Clubs Support Strategy Program, which involves an initiative to increase commercial revenues to encourage clubs to develop their resources and enhance their ability to achieve self-generated revenues.
He indicated that the total budget allocated for direct support to Saudi clubs amounts to 952.96 million riyals, which includes clubs in the Professional League and the first and second divisions.
He clarified that clubs that successfully implement all the required criteria within the support system can receive amounts ranging from 100 to 120 million riyals, depending on their fulfillment of the specified criteria and indicators.
Regarding the initiative for various sports under the unified points system, the program details revealed a total budget of 517 million riyals, of which 438 million riyals is allocated to the unified points system, with the value of a single point being 270,000 riyals.
The sports included in the points system were divided into 5 categories; the first category, which includes volleyball, basketball, handball, and athletics, receives 120 points, while the second category, which includes karate, judo, and swimming, receives 96 points.
The third category, which includes fencing, taekwondo, jiu-jitsu, weightlifting, and wrestling, receives 84 points, while 60 points are allocated to the fourth category, which includes table tennis, cycling, boxing, gymnastics, and badminton. The fifth category, which includes tennis, archery, and esports, is allocated 44.74 points.
Al-Masaad revealed that a budget of 54 million riyals has been allocated for the initiative to increase commercial revenues to support clubs, explaining that the initiative excludes revenues generated from government sources, club owners, or non-financial revenues, focusing on encouraging clubs to develop their actual commercial revenues.
In terms of administrative development, he confirmed that the governance initiative aims to develop clubs administratively by applying a set of specific criteria and indicators, contributing to ensuring the club's stability, growth, and achievement of its goals.
The Undersecretary of the Ministry of Sports for Sports and Youth Affairs addressed the allocation of Al-Ettifaq Club, confirming that there is a work plan with the clubs to address any challenges they face, stating: "God willing, appropriate solutions will be found for Al-Ettifaq Club in the coming period," as part of the efforts to address the challenges related to the club's privatization process.
In another matter, Al-Masaad denied the rumors regarding his interference in the elections for the Board of Directors of the Saudi Football Federation, confirming that what is being circulated is not true.
Regarding various sports in clubs, he clarified that there are clubs whose expenses in some sports have become higher than their revenues, emphasizing the ministry's commitment to ensuring the continuation of all sports and addressing any issues they may face.
At the same time, he pointed out that the decision to continue any sport or not lies with the private clubs, given their responsibility for managing their activities and making related decisions.
Al-Masaad concluded his remarks by emphasizing that he is in his position to serve the sports sector and sports clubs, denying claims that he is harsh in dealing with clubs, and stressing his commitment to communicating with them.
