استهل الرئيس اللبناني جوزيف عون محادثاته السياسية الرفيعة في العاصمة الأمريكية واشنطن اليوم (الأحد) باجتماع بارز مع وزير الخارجية الأمريكي ماركو روبيو، استمر نحو ساعة ونصف الساعة. يأتي هذا اللقاء ليمهد الطريق للقمة المرتقبة (الثلاثاء) في البيت الأبيض، التي ستجمعه بنظيره الأمريكي دونالد ترمب، في زيارة تكتسب أهمية استثنائية كونها الأولى لرئيس لبناني إلى الولايات المتحدة منذ عام 2009، خصوصاً أنها تأتي في توقيت إقليمي بالغ الحساسية.

الأنظار تتجه إلى ما ستؤول إليه محادثات البيت الأبيض الثلاثاء القادم، وكشفت الأجواء المحيطة بلقاء عون وروبيو تقاطعاً حذراً في الملفات السياسية والأمنية، إذ ركز الجانب اللبناني على تثبيت اتفاق وقف إطلاق النار وتأمين انسحاب إسرائيل الكامل من الأراضي المحتلة.

كما حرص الرئيس عون على استيضاح الموقف الأمريكي بشأن تسريبات تحدثت عن دور مفترض لدمشق في معالجة قضية سلاح حزب الله، مؤكداً بوضوح أن أي ترتيبات تخص السيادة اللبنانية يجب أن تمر حصراً عبر المؤسسات الدستورية والشرعية اللبنانية وبدعم مباشر لدور الجيش، رافضاً أي صيغ تتجاوز بيروت أو تنتقص من قرارها المستقل.

وفي هذا السياق، أكدت الخارجية الأمريكية في بيان عقب اللقاء التزام واشنطن بدعم تنفيذ اتفاق الإطار، مشيرة إلى أن الجانبين ناقشا آليات وضع اتفاق الإطار الثلاثي موضع التنفيذ.

الأوساط السياسية في واشنطن واكبت الزيارة، وألمحت إلى أن الإدارة الأمريكية تنظر إلى الساحة اللبنانية كفرصة إستراتيجية سانحة لتقليص النفوذ الإقليمي لإيران، مستغلة حالة التراجع النسبي لحزب الله على الأرض.

ومع ذلك، تبرز فجوة في المقاربات، فبينما يطالب الجانب الأمريكي والإسرائيلي بنزع شامل وفوري للسلاح كشرط مسبق لأي انسحاب، يحمل عون معه رؤية متدرجة تعتمد على تمكين الجيش أولاً وبسط سلطة الدولة في مناطق جنوبية محددة لتكون نموذجاً يُبنى عليه لاحقاً.

مصادر سياسية لبنانية أكدت بدورها لـ«عكاظ» أن الرئيس اللبناني سيصل إلى البيت الأبيض مراهناً على قدرة ترمب على ممارسة ضغوط حقيقية على تل أبيب للالتزام بالانسحاب، وضمان ألا تؤدي المطالب الأمنية إلى تفجير الاستقرار الداخلي.

وأضافت المصادر أن أهمية الزيارة لا تتوقف عند حد التوافق السياسي، بل ترتبط بقدرة بيروت على انتزاع تعهدات أمريكية ملموسة بتقديم دعم مالي وعسكري نوعي للجيش اللبناني ليكون القوة الوحيدة على الأرض مع محاولة إعادة فتح قنوات الدعم الاقتصادي والاستثماري عبر لقاءات موسعة مع خبراء ورجال أعمال.

وختمت المصادر: «إنها مرحلة صياغة معادلة جديدة، فإما أن تنجح واشنطن وبيروت في إيجاد مظلة دولية تدعم استعادة السيادة اللبنانية تدريجياً، أو يبقى لبنان أسيراً للحلقة المفرغة بين الشروط الإسرائيلية والرفض الإيراني للمساس بسلاحه».

The Lebanese President Joseph Aoun began his high-level political talks in the American capital, Washington, today (Sunday) with a prominent meeting with U.S. Secretary of State Marco Rubio, which lasted about an hour and a half. This meeting comes to pave the way for the anticipated summit (Tuesday) at the White House, which will bring him together with his American counterpart Donald Trump, in a visit that holds exceptional importance as it is the first by a Lebanese president to the United States since 2009, especially as it comes at a time of extreme regional sensitivity.

All eyes are on what the discussions at the White House will lead to next Tuesday, and the atmosphere surrounding the Aoun-Rubio meeting revealed a cautious intersection in political and security files, as the Lebanese side focused on solidifying the ceasefire agreement and ensuring Israel's complete withdrawal from the occupied territories.

President Aoun also sought to clarify the American position regarding leaks that spoke of a supposed role for Damascus in addressing the issue of Hezbollah's weapons, clearly asserting that any arrangements concerning Lebanese sovereignty must exclusively go through Lebanese constitutional and legitimate institutions and with direct support for the army's role, rejecting any formulas that bypass Beirut or undermine its independent decision.

In this context, the U.S. State Department confirmed in a statement following the meeting Washington's commitment to supporting the implementation of the framework agreement, noting that both sides discussed mechanisms for putting the tripartite framework agreement into action.

Political circles in Washington have been following the visit, hinting that the U.S. administration views the Lebanese arena as a strategic opportunity to reduce Iran's regional influence, taking advantage of Hezbollah's relative decline on the ground.

However, a gap in approaches emerges, as the American and Israeli sides demand a comprehensive and immediate disarmament as a precondition for any withdrawal, while Aoun brings with him a phased vision that relies on empowering the army first and establishing state authority in specific southern areas to serve as a model for future developments.

Lebanese political sources also confirmed to "Okaz" that the Lebanese president will arrive at the White House betting on Trump's ability to exert real pressure on Tel Aviv to commit to withdrawal and ensure that security demands do not lead to an explosion of internal stability.

The sources added that the importance of the visit does not stop at political consensus, but is linked to Beirut's ability to extract tangible American commitments to provide qualitative financial and military support to the Lebanese army to be the sole force on the ground while attempting to reopen channels for economic and investment support through extensive meetings with experts and businessmen.

The sources concluded: "This is a phase of formulating a new equation, either Washington and Beirut succeed in finding an international umbrella that supports the gradual restoration of Lebanese sovereignty, or Lebanon remains a prisoner of the vicious circle between Israeli conditions and Iranian rejection of any interference with its weapons."
